An update to this problem; It looks like the panel is missing after login only for the windowed session. In full screen session, I can see the panel after login.

PS: Not sure if this is of any importance to you, but for the EPEL repos to work I had to comment the mirrorlist definitions and uncomment the baseurl ones instead, otherwise yum would simply stop and recommend disabling the repo. Bug#585: Easier way to reproduce
