What do you mean by "still works"? What does xset q say?

$ xset q  | grep bell
  bell percent:  50    bell pitch:  400    bell duration:  100
$ xset b off
$ xset q  | grep bell
  bell percent:  0    bell pitch:  400    bell duration:  100
