Thanks, looks like the same issue.
We have several "pure" mate and ubuntu with mate desktop computers.
We need "Num Lock" always 'on' so
we were able to circumvent the problem by using "Keyboard, Set your
keyboard preferences"
function in Mate virtual desktop.
'Menu/Applications/Preferences/Keyboard -
Keyboard Preferences/Layouts/Options -
Miscellaneous compatibility options/Numeric Keypad keys always enter digits
set "on"
