Ah, sorry for not being able to read.  Looks like the modern way is using 
gobject  (pygobject2 or pygobject3 in RHEL7).  See 
https://wiki.archlinux.org/index.php/Desktop_notifications#Usage_in_programming

     Dependencies: libnotify, python-gobject (or python2-gobject for Python 2)
