the MIT keyserver peer seems to have it now -- I also see it 
at: hkp://wwwkeys.eu.pgp.net

[herrold at centos-5 ~]$ gpg --keyserver \
 		hkp://pgp.mit.edu  --recv-keys C509840B96F89133
gpg: requesting key 96F89133 from hkp server pgp.mit.edu
gpg: key 96F89133: public key "Oleksandr Shneyder 
<oleksandr.shneyder at obviously-nice.de>" imported
gpg: Total number processed: 1
gpg:               imported: 1

notice that I used the 'hkp://' protocol part on that request 
-- dunno that it matters, but I have done it that way for 
years
