Not exactly. You can drag-n-drop the icon into the visible part of the notification area (just next to the system clock) and then it stays there. You just have to do that once and then it is stored in the user's MS Windows profile. This should not be too much of a problem. If you ever stumble over a mechanism to automate this, please reopen this bug/enhancement.
