Not that I would know. You could try unsetting PULSE_CLIENTCONFIG in a script, or force your users to sign in using the session broker, which makes the config readonly. Of course, if your users can install X2GoClient manually and are able to figure out the connection details, they can re-enable sound by setting up their own session profile.
