Arch Linux merged /bin, /sbin, /usr/sbin to /usr/bin recently. For compatibility reasons, there are symlinks from the former ones to /usr/bin.

For Arch Linux package maintainers, it does not really matter, which path is used. For compatibility with other systems, /usr/sbin might be a better choice.
