I don't know how that works in detail. But the basic principle is to run an ssh server on the windows client and connect to it from the server.
In order to establish a connection to the Windows client I'd need its current IP address and the pulseaudio cookie which the Windows client should report somehow through the existing connection.

So maybe check if your windows firewall is the culprit.

I'm not using it, but a commandline scp, which works fine.
I was asking that since this is setup similarly to audio, IIRC.
