Okay great, adding the users to the x2godesktopsharing group fixed everything.

The "granted users" list gets populated once the first user connects
and requests sharing a desktop.
There are two caveats at the moment (normally one):
o users must share the same primary group or must be in group
"x2godesktopsharing"
o cross-account desktop sharing is broken in x2goserver 4.0.1.18
(and fixed for
4.0.1.19 already)
