I really wanted PHP 7 because it really did improve speed, but just
installed PHP 7 onto 15.10 to get it now. All is good.

It mostly is a good advise to wait for 6 months with Ubuntu dist-upgrades to allow it to settle.
Esp. if the LTS is released at a stage where Debian unstable is an open construction site.
