The above error message is weird and probably the reason for all the
other errors / irregularites reported by you.
Do you see such an error when logged in locally on that machine
(presuming it has a local X server running).
Make sure you do not run setxkbmap within a sudo shell or as root
(su). Can you launch any other X application (e.g. xterm) from the
shell prompt? Please test that first, before we dive deeper.
