Out of curiosity, will it not lock at all, even if you tell it to "lock now" (I'm sure MATE has a button for that), or is only the timer part misbehaving?
If running from mate-terminal:
mate-screensaver-command -l
it's working (same for -a which just enable the black screen)
So it looks like the issue is somewhere with the timer.
