I don't find it useful. Among all the different Unices and Linux distributions, the configuration directory has stayed the same.. for now at least ;)
It would immensely help for non-root installs. Imagine that a user wanted to have the x2gobinaries in /home/user/.local/bin, and his sysconfetc files in /home/user/.local/etc
