And then in the client they could either force a certain Xserver or just tell users how to configure for the Xserver that they use or just let them use whatever they like for an Xserver.

VcXsrv is only needed on windows platforms - not on linux systems. So it won't be needed to integrate VcXsrv inside debian packages. If a company wants to build a own installer for windows (f.e. http://nsis.sourceforge.net/Main_Page), this too should be no problem!
