What a mess there are a couple of moving targets:

1) https://bugzilla.redhat.com/show_bug.cgi?id=1417431 <https://bugzilla.redhat.com/show_bug.cgi?id=1417431> which requires enabling of the updates-testing repo.
2) This command ultimately worked: dnf --enablerepo updates-testing downgrade mesa-* --allowerasing

MATE is working again. Oye.
