That's the default, you may change it to a directory of your choice.

I haven't tried it, but it should work by setting file ownership and 
permissions accordingly and adding the users to different groups.

The easiest way would be to uninstall the DE on the server. ;-)
Of course, that may have unwanted side effects for your particular use case.
