I can reproduce this (or a similar) error on Windows XP and Win2008R2.  
VcXsrv crashes instantly when started by PyHoca-GUI (there is a real  
Windows debug/crash notification for vcxsrv.exe...).

However, I can start VcXsrv from a cmd window with

   vcxsrv.exe -multiwindow -clipboard -nowinkill -nounixkill -swcursor  
(-notrayicon)

And then PyHoca-GUI with

   pyhoca-gui --display localhost:0.0 --quiet
